Aloha. I will review the basic findings on the amount and physical  nature
of the local intergalactic medium (IGM) including its amount (including
speculations on how much is "missing"), its relationships to individual
galaxies, filaments and voids, its metallicity and the spread of metals
away from galaxies (including what types of galaxies are the likely sourecs
of IGM metals). I will introduce the Cosmic Origins Spectrograph  (COS),
describe its best uses and outline the COS GTO observing projects.
