Mac Cooper got back to us on the intermittent connection problems between SMA and Cambridge. Mac and his colleagues at SMA have determined that the problems have to do with TCP tuning -- or the lack of it -- rather than the physical network. He pointed the group to several articles that describe the issues and remedies for such problems. The URLs are:

The increase in the salary portion is due to the Union negotiated pay raises.
Maintenance has gone down due to the exclusion of ATM switches and routers. The actual maintenance cost will likely be much lower than budgeted.
The cost of electricity has gone up.
The budget total for this year is slightly higher than last year but with the fund balance from last year, the per share amount charged to the observatories will be lower than last year.
Regarding the upgrade of the observatories' 100Mbps to 1Gbps Ethernet Private Line, UH-ITS is closing in on their negotiations with Hawaiian Telcom. Gemini, JAC, and Keck have already heard from Hawaiian Telcom regarding the establishment of new contracts.
For the 1Gbps Ethernet Private line, Hawaiian Telcom will provide Singlemode, SC interfaces. For the Cisco 3750 switches, the part number and description of the interface are:
GLC-LH-SM 1000BASE-LX/LH SPF transceiver module for SMF, 1300-nm wavelength
Two timeslots (for 15 minutes and 30 minutes) are needed for the integration of hardware and software -- which includes connecting the new switches to the ATM routers and enabling OSPF routing. Everyone present agreed on June 28th at 10:15am and 2:00pm.
Apart from having to buy fiber jumpers for the connections in Hilo, both the GE network in Hilo and the network on the Summit are ready for connection from the observatories at gigabit bandwidth. However Pui Hin will be on vacation from July 16th to July 27th, so the earliest the connections will be made will likely be in late July or early August.
