It doesn't happen often, but when it does! Wales and England have a population of ~3 and ~40 million respectively, a 1 to 13 ratio. Wales beat England more often than 1 in 13 games, so the Welsh have, per head of population, better rugby playing skills than the English. Trust me, I'm a doctor.
